Explain the reason for each priority

Consider the affected operations, the extent of possible impact and how soon a response is needed. The evidence and confidence in the assessment remain explicit; a technical severity label alone does not settle the business decision.

Account for dependencies

A major change may depend on an earlier control, a migration step or another team. Distinguish immediate containment from longer-term improvement. Estimated effort, available capacity and budget help shape a workable sequence.

Make trade-offs visible

The proposed order shows what to address now, what to investigate and what can be scheduled later. Review it with the people accountable for the system, and revisit it when evidence or business conditions change.

Contain a confirmed exposure first; plan a larger redesign around its dependencies and agree how the remaining risk will be managed.
